On May 18, 2007, the National Development and Reform Commission and the Ministry of Construction jointly issued the Notice on Accelerating the Promotion and Application of Solar Water Heating Systems (NDRC [2007] No. 1031), which stated that "hospitals, schools, restaurants, swimming pools, public bathrooms and other large hot water consumers with conditions should give priority to the use of solar centralized water heating systems; when designing new buildings, the location and pipes of the solar water heating system should be preset, and the solar water heating system should be used as much as possible; for existing buildings, if conditions permit, they should also support the use of solar water heating systems; government agency buildings and government-invested buildings should take the lead in using solar water heating systems; in rural areas with conditions, solar water heating systems and other economical and practical solar thermal utilization technologies such as solar cookers should be actively promoted, and the promotion and application of solar thermal utilization technologies should be taken as an important measure for the construction of a socialist new countryside." According to incomplete statistics, 20 provinces, municipalities and districts and more than 80 cities across the country have issued regulations requiring that new residential buildings of 12 floors or less, as well as new, renovated and expanded hotels, hotels, commercial and residential buildings and other public buildings with hot water needs, should be uniformly designed and installed with solar water heating systems if conditions permit. New residential buildings with more than 12 floors in urban areas that use solar water heating systems must be uniformly designed and installed. Some provinces and cities, such as Shandong and Beijing, also directly provide financial subsidies for the centralized installation of solar water heating systems. These measures have greatly promoted the development of the regional market. In addition, the Ministry of Finance, the Ministry of Construction, the Ministry of Science and Technology, the Ministry of Commerce, and various provinces and cities have issued corresponding policies to set up special funds to support solar thermal utilization development projects. The Ministry of Finance has set up a special fund for the development of renewable energy (the "Management Measures for the Special Fund for the Development of Renewable Energy" Caijian [2006] No. 237) to support the development of renewable energy projects including solar energy. According to the "Implementation Plan for Demonstration of Renewable Energy Building Application Cities" (Caijian [2009] No. 305), the central government will provide special subsidies to cities included in the demonstration. According to the "Implementation Plan for Accelerating the Promotion of Renewable Energy Building Application in Rural Areas" (Caijian [2009] No. 306), each province selects 4 counties with no less than 300,000 m2 of solar water heaters for subsidies, and solar thermal utilization demonstration cities, demonstration counties, solar thermal collection demonstration projects, and solar water heater demonstration villages have appeared one after another. In 2009, the Ministry of Commerce and the Ministry of Finance also included solar water heaters in the scope of home appliances going to the countryside, allowing rural residents to enjoy a 13% financial subsidy.
